QBE Scope of Work
Vale NL requires dioxin and furan stack emissions testing of the two Ecowaste Incinerators that is located at the Voisey’s Bay Mine/Mill site. This Request for Proposal document outlines and describes the work necessary to collect the information needed to meet the regulatory requirements within the province of Newfoundland and Labrador under the provincial Air Pollution Control Regulations. The required stack emission testing associated is described below.
Stack sampling of the Eco Waste 1.2TN1P100L and CA-50 incineration units shall be undertaken to ensure compliance with the Schedule B of the Air Pollution Control Regulations, 2004. Incinerator Source Emissions Testing will be conducted to determine the concentrations and emission rates of the following:
4. Polychlorinated dibenzo-para-dioxins and Polychlorinated dibenzofurans;
Due to the inherent risks associated with conducting work of this nature, the bidders shall provide proof of training and/or certifications for all individuals required to work from heights (fall arrest systems) and/or operate mobile elevated work platforms. Workers must also be suited to wear respiratory protection required during occupancy of some of these test areas. Additionally, the successful bidder shall develop and provide copies of hazard assessments or job safety analysis for applicable work tasks described in their pre-test plan.
