Contract Scope

3.1.       Detailed Scope of Work to be performed by the Contractor shall include the following:

The Contractor shall provide certified technician(s) to perform as a "Turn Key Service" the Work as described below:

3.2.       Annual Inspection of the DGPS in Edwards Cove to confirm the signal integrity. This shall be completed through the measurement of two (2) established reference points. These points shall be at mid range, approximately Mt. Pickle, and far field, approximately Skull or Humbey’s Island. These measurements combined with the integral monitoring of the DGPS will assure operational stability.

Servicing is composed of equipment tests, antenna mount integrity on the tower and inspection of the insulators mounted along the length of the tower.

3.3.       Annual inspection of the towers and lights, as listed below in Section 3 from Edwards Cove out to Turtle Island.

(a)        All light sources to be maintained within Canadian Coast Guard rated intensities.

(b)        During the annual inspection the batteries, charging systems, lights and all VHF radios shall be checked for range, stability and accuracy.

(c)        As part of Fixed light routine maintenance the lights will be replaced during 2017, thus maintaining the Canadian Coast Guard rated intensity levels.

(d)        Integrity checks of the alignment of Range lights and Sector lights shall be completed by conducted using a boat with certified design engineers as required by the Canadian Coast Guard.

(e)        As part of the Sector Light routine maintenance, this unit will require a major overhaul at the end of five (5) years of operation. The cost of this is covered in the "Turn-key" rate.

(f)         The day markers will be replaced or repaired as required during routine maintenance. The cost of this is covered in the "Turn-key" Rate.

(g)        All towers shall be tested and re-torqued to specifications throughout to ensure consistency along with tests of all anchor locks, guy wire tension, and tower safety rails and platforms

(h)        This Annual Inspection shall be completed in conjunction with the Annual inspection of the DGPS as per Item 2.1.

3.4.       Annual Inspection of the floating buoys to confirm physical condition of buoys, positioning and lighting.

(a)        Should the buoy have moved it shall be relocated to the correct position.

(b)        The Contractor shall maintain the operational integrity of the light by completing position tests, maintaining light in operational condition excluding ice breakup season when the light is removed by the Contractor for prevention of damage.

(c)        The Contractor shall replace the light each season shortly after the ice is gone.

            This service will be completed utilizing a chartered boat from Nain equipped with GPS. Should the buoy require relocation an appropriately sized boat will be used.

(d)        Replacement of the light is the responsibility of the Contractor.

(e)        The routine maintenance of this unit requires the private nav-aid identifier "PRIV" to be replaced annually due to ice damage.

(f)         Chain is rated for Ten (10) years before an inspection is required. Contractor will request the Canadian Coast Guard to conduct one inspection during the Term of this Agreement.

3.5.       As recommended by the Canadian Coast Guard the Range lights at Uigortlik Island shall be converted to VHF control. The system shall be modified to operate in this fashion. The Contractor shall supply and install all required equipment including additional expanded solar panels.

3.6.       Preparation and submission of specific reports with respect to Items 2.1, 2.2, &2.3 to the designated Company Representative including:

(a)        Condition Report;

(b)        Failure Analysis;

(c)        Cost estimates and timelines for any required maintenance; and

(d)        Documentation verifying that all work has been completed, inspected, and approved in accordance with Canadian Coast Guard Regulations.

5.         FLOATING BUOY - OUTSIDE SCOPE

5.1.       The buoy was placed by CCG and the Contractor paid CCG for this as part of our contract. The structural inspection of the buoy is limited to visual which means the position, markers and light damage. This damage to markers and light is extensive and requires complete replacement every year. As for the integrity of the chain holding the buoy in place the chain is rated for approximately ten years before  an inspection is due, however since the CCG do maintain other facilities in the area the Contractor will request that it be inspected once during the term of this new contract.

5.2.       A failure of the anchor chain or a failure of the buoy structure itself will be considered outside the scope of work.

5.3.       Any costs for replacement or positioning as a result of chain failure shall be for the Company’s account.

5.4.       At the sole discretion of the Company, the Contractor may be assigned the Work.

6.         TOWER - OUTSIDE SCOPE

6.1.       The wind rating of the towers is per the specifications provided by the Canadian Coast Guard and the Company and the towers meet those specification.

6.2.       Should the tower(s) be exposed to extreme weather exceeding climate norms where a catastrophic tower failure occur replacement and repair will be considered outside the scope.

6.3.       Following mutual agreement that the failure was a result of "weather exceeding climate norms" any costs for replacement shall be for the Company account.

6.4.       At the sole discretion of the Company, the Contractor may be assigned the Work.

7.         SPARE INVENTORY

7.1.       Spares are maintained by the Company at the mine site. This inventory is replaced when consumed as part of the "Turn-key" rate at no cost to the Company.
