<p>Vale Newfoundland & Labrador Limited (Vale NL) are inviting submissions of an Expression of Interest for a potential opportunity to support the Voisey’s Bay Mine Expansion Project in Voisey’s Bay, NL.</p><p>SCOPE OF WORK</p><p>Engineering for a Pastefill/Backfill System with commissioning support, and supply of a Paste Plant and Booster Station. The scope of work will include various Paste Backfill sub-systems located throughout the VBME project site which will be integrated with the existing and mine expansion operations. The design for this work will be based on a feasibility study conducted previously and updated as of July of 2017. Specific sub-systems that fall under this scope of work include: the paste plant, overland and underground pipeline systems, booster station, binder storage facilities and concentrator modifications. This scope of work will also include the preparation of system wide CAPEX and OPEX estimates, production of a backfill system narrative report and production of a system wide Operation and Maintenance (O&M) manual. The engineering and commissioning support scope includes the complete Paste Backfill System. The supply scope includes the Paste Plant and a Booster Station only (installation as well as supply of other sub-systems is not included in the scope of work.</p><p>Prequalification Requirements: Please complete and submit, along with your expression of interest, the online prequalification form. The form can be found via the link above the EOI details for this package. In addition to the prequalification form, please submit answers to the below technical prequalification questions with your expression of interest.</p><p>TECHNICAL PREQUALIFICATION QUESTIONS</p><p>1. Please provide a list of Pastefill/Backfill System projects completed by your company, and for each project indicate the scope of work performed by your company with respect to a) engineering, b) supply, c) construction, d) commissioning, e) if the project was located in a cold climate or arctic climate, and f) Capacity m3/hour of paste production. <br /><br /></p><p>2. The scope of the Pastefill/Backfill System shall include Binder Storage, Tailings Storage/Buffering and Overland Piping, the Paste Plant, a Paste Booster Station and Overland and Underground Paste Pipelines withannual throughput of 150 -200 m3/hour. For these aspects of the project, please indicate your Company capacity, current availability and interest to:</p><p>a) perform detailed engineering to prepare the necessary drawings and deliverables for procurement, construction.</p><p>b) Supply the necessary equipment and materials, for a Paste Plant and Booster Station.</p><p>c) Provide support during construction and commissioning. Please highlight any recent innovations achieved by your company in Pastefill/Backfill System design, paste recipe design, Pastefill/Backfill Production and Transport, and Paste Plant modularization</p><p><br />3. Please describe your Company engineering experience and ability to optimize (adjust) your Company's typical pastefill plant designs to account for the project specifics such as:</p><p>a) Particulars and variability of the project tailings material and paste mix design.</p><p>b) Details of the project geography; and significant distances between paste plant, Booster Station and mill for tailings and paste supply.</p><p>c) Understanding of and provisions for sub-arctic conditions and logistical constraints of the project and the operating site.</p><p>d) Minimal footprint while incorporating sound innovations and engineering with a proven history of reliable operation. <br /><br /></p><p>4. How would your Company see your Engineering Team interfacing with the Project Engineering Team and Project Office.</p>
