Contract Scope

<p><p><p><p>Vale Newfoundland & Labrador Limited (Vale NL) are inviting submissions of an Expression of Interest for a potential opportunity to support the Voisey’s Bay Mine Expansion Project in Voisey’s Bay, NL</p><p><p

This Scope of Work will cover approximately two and a half years, starting August 1st, 2020 and ending December 31st, 2022, for surface diamond drilling in the Voisey’s Bay area, Province of Newfoundland and Labrador. It will cover diamond drilling and drill hole cementing around the Voisey’s Bay mine site to support both regional and local exploration as well as mine supported request, that can be conducted from surface. Mobilization and start work dates are tentative and will be revised as necessary based on updates to the Voisey’s Bay care and maintenance schedule

Specifically, the program may include between 30,000m and 60,000m of diamond drilling annually, most of which consisting of NQ-sized drill holes averaging 500 m in length but potentially ranging from 100 m to 2,500 m. A significant amount of directional drilling could be expected.

Upon execution of this contract the contractor will be expected to mobilize drill rigs within 60 days.

Key components of the work that will be executed by the contracting party must include, but are not limited to, the following:

  •  Green Tag and mobilize between four (4) and eight (8) diamond drilling rigs during the contract period including three (3) to four (4) diamond drill rigs to mobilize in the period August 1st 2020 to December 31st, 2022
  • Only the mobilization of hydraulically powered drills with a mast and rod handling capabilities
  • Available drill rig fleet to include medium to deep-range drill rigs capable of depths of 1,500 m and deep drill rigs capable of drilling NQ-sized holes to depths of  2,500 m
  • To ensure sufficient spare parts and consumable items are available at site and to allow for a minimum of eight weeks delivery of such items
  • The Contracting Party shall supply core boxes and deliver them to the various drill sites as needed
  • To supply sufficient pickup trucks to support drilling operations, including one pickup truck per drill rig, which is accessible by road, plus one for the site foreman, and a spare pickup to allow maintenance and any additional contractor personnel that may be visiting the site temporarily
  • Fully trained, qualified and experienced drilling crews that can safely and efficiently operate and manage the diamond drilling rigs on two 12 hour shifts per 24-hour period, on a seven days per week basis or as mutually agreed
  • To furnish all labour, supervision, drilling, equipment and machinery, tools, materials, plant and equipment, transportation, and services required in the performance of the work, except such items under the specific terms of this Scope of Work, which are to be provided by Vale
  • Provide adequate supervision with a minimum of one (1) day shift supervisor when the number of rigs is 2 or less; one (1) day shift supervisor and one (1) night shift supervisor when the number of rigs is 3; two (2) day shift supervisors and one (1) night shift supervisor when the number of rigs vary from 4 to 6; three (3) day shift supervisors and two (2) night shift supervisors when the number of rigs is 7 or 8
  • An effective HSE program ensuring that jobsite safety requirements and procedures are being adhered to, conducting safety inspections of work being performed, conducting safety meetings with employees and submitting a monthly report to Vale documenting safety activities. The Contracting Party will also be responsible for the continuous monitoring of its operations, to ensure that the probable causes of injuries or accidents are controlled, and that operating equipment, tools and facilities are used, inspected and maintained as required by applicable health, safety and environmental regulations
